to city council members late Sunday evening, and circulated to members of the media by the
Mayor’s office on Monday, September 14.
It is a statement of the city’s present financial
situation and together with the additional exhibits attached, is the rationale for layoffs
that will be effected over the next 48 hours among the city work force.
