APUB Lockbox Payment Program In 1999, the Public Utilities Bureau instituted our new "Lockbox payment program". As a result of this program, all Water Bill payments are now mailed to a special Post Office "Lock Box". These payments are retrieved from the Lock Box, twice a day by First Merit Bank and processed accordingly. Prior to this program, all payments were mailed directly to Public Utilities Bureau, where they were individually gathered, opened, processed and hand delivered to the bank. This procedure has greatly expedited processing of customer payments. You may have noticed that the "mail to" address on the self-addressed envelopes included for payment, (with your monthly statement) has changed to accommodate the new lock box address. For this reason, please DO NOT include meter readings, address changes or any other correspondence with your mail in payment, as the additional information will not be forwarded to us. For information or correspondence other than your actual monthly payment, please continue to mail to the Business Office at the following address: Public Utilities Bureau Business Office 330-375-2554 This is another means to increase the quality of service provided to our customers.
