| The City of Akron is pleased to announce its
endorsement of Shell Energy Services as the natural gas supplier for the Citys
opt-in program. The program is designed to provide residents and businesses stability and
protection in a volatile natural gas market. Recent reports have pointed to the fact that
natural gas prices have been rising sharply which creates an environment of uncertainty
heading into the winter heating season. To provide
Akron residents the assurance they want when selecting a natural gas provider, the City
worked with Shell to provide a plan that delivers the benefits of variable prices during
the summer, combined with a guaranteed fixed rate in the winter. So when homes and
businesses are burning more gas to stay warm in the winter, Shell will provide the
protection of a guaranteed rate that will not go up regardless of market pressures.
"We believe the natural gas supply agreement with
Shell is very competitive. Also, the variable gas prices in summer, and guaranteed, fixed
rates in winter have proven to be a successful combination in other Ohio cities. We are
pleased to offer this Shell natural gas supply program to our community," said Akron
Mayor Don Plusquellic.
The City of Akron is fully recommending this natural gas
plan from Shell, but residents must still take action to choose Shell or
"opt-in" to receive this special pricing combination. To qualify for the
program, your home or business must be located in the city limits, you must be in good
credit standing with the utility and you cannot be part of the utilitys Percentage
of Income Payment Program (PIPP).

residents and businesses."
Residents will receive a letter from the City of Akron
explaining the details of the program during the week of August 11th. An enrollment or
"opt-in" form will be included for residents and businesses that would like to
take advantage of this opportunity. The notice also includes a toll-free number
(877-557-4355) to contact Shell for enrollment by phone or if there are any questions. To
participate in the program residents will need to respond to Shell Energy Services by
September 9, 2003.

customers in deregulated U.S. retail energy markets.
